The Hautes-Pyrénées department has been working with Belharra Numérique for more than 5 years. This collaboration with Belharra Numérique has made it possible, over the years, to support the teams of the Hautes-Pyrénées department in the implementation of efficient management tools , towards fluid communication with external partners.
In 2023, the Hautes-Pyrénées department renews its trust with the teams, and launches a new project to manage social activities .
The Hautes-Pyrénées department has around 1,700 agents and manages a budget of 430 million euros . Until then, the community mainly used detailed Cognos reports for most areas but did not have synthetic dashboards expressing the management indicators .
In order to improve the existing system, the Departmental Solidarity wanted to equip itself with dashboards which offer better ergonomics and make it possible to obtain a global vision of the Departmental Solidarity activity thanks to relevant indicators .

The creation of dashboards for the Departmental Solidarity Directorate (DSD) was described as a great success.
The objective of being able to share these dashboards in a secure framework has been achieved. The application facilitates communication with external partners such as EPCIs (Public Establishments for Intercommunal Cooperation) and CCAS (Communal Social Action Centers) by providing controlled, relevant and easily exploitable territorial data.
Based on this result, it was decided to use this application to design dashboards dedicated to analyzing the activity of the Departmental Home of Autonomy (MDA).
The added value of Belharra Numérique lies in its perfect mastery of the IBM Cognos Analytics solution and its in-depth understanding of the needs expressed by business users. The challenge was to capitalize on the already operational IBM Cognos Analytics solution and on the experience and expertise of Belharra Numérique to enrich existing analytical tools.
The Hautes-Pyrénées department underlines the need to continue its digital transformation. The success of this project will make it possible to provide efficient management tools adapted to the specific needs of the community, while strengthening collaboration with external partners.
