In November 2021, the REEN law (Reduction of the Digital Environmental Footprint) was adopted, drawing on the recommendations issued by the Senate's information mission on the digital environmental footprint in 2019.

Its goal is to raise awareness among all digital stakeholders – consumers, professionals and public stakeholders – of the pollution caused by digital technology.

By 2040, digital technology will be responsible for 24 million tonnes of carbon equivalent, or around 7% of France's emissions, compared to 2% today.

The current laws are the first steps towards stricter future regulations on digital sobriety. Organizations must stay informed in order to take a proactive approach and anticipate future obligations.

This will enable them to better prepare for future requirements and be better equipped to respond effectively.

The main issues of the REEN Act

Focus on the obligation for municipalities and intermunicipalities

From 2025, municipalities and public intermunicipal cooperation establishments (EPCI) with more than 50,000 inhabitants will have to develop a responsible digital strategy which indicates in particular the objectives for reducing the environmental footprint of digital technology and the measures put in place for reach.

To help them, decree 2022-1084 was published on July 29, 2022 . The objectives of the digital strategy responsible for communities and EPCI can thus, and in particular, relate to:

  • Local and sustainable public procurement, in an approach of reuse, repair and fight against obsolescence;
  • Sustainable and local management of the life cycle of IT equipment;
  • Eco-design of sites and digital services;
  • The establishment of an awareness policy on responsible digital technology and IT security for elected officials and public officials;
  • The implementation of a responsible digital approach for everyone in order to raise citizens' awareness of the environmental issues of digital technology and digital inclusion;
  • The implementation of a connected and sustainable territory approach linked to an approach of openness and valorization of data.
